Quite a few muggleborns are dissatisfied in magical Britain and find their way back to the muggle world. The muggle government is aware of the existence of the magical world. It didn’t take long for a few muggleborns to be recruited by the government. Quite soon, there was a program looking for orphans displaying signs of magical powers. The government offered them housing and schooling. The magical world was aware of the fact, but cared little, since it affected only the muggleborn. However, when Harry Potter’s Hogwarts letter was addressed to the muggle government’s special school, run by muggleborns, and Harry refused to attend, there was an uproar. There were no legal ways to force his attendance, though, and so Harry grew up among other muggleborns, usually orphans. He was sent there by a gleeful Vernon Dursley, who rejoiced at the chance to get rid of his nephew and even be seen as doing the good thing. And then, a few years later, during the selection of Triwizard Champions, Harry Potter’s name came out of the Goblet of Fire. Harry and his support group arrives, presenting a united front. Tensions arise. Harry and Fleur meet, are each intriqued by the other, both considered strangers in the castle. While competitors, their rivalry is friendly as their mutual respect grows.
