Fleur gets fed up with the “superiority” of wizards and decides to change it. She slowly gathers an army of Veela, goblins, werewolves, centaurs, giants, vampires, house elves, you name it. When she arrives at Hogwarts, intent on making some international allies, she notices the boy who lived. He has few friends to begin with, and those few leave him when his name comes out of the Goblet of Fire. Harry is resistant to her allure, so she must find other methods to persuade him to her side. She gives Harry what he wants, affection, and soon he is one of her most loyal followers. With proper guidance, she manages to build on the foundations of that senile mugwump and finishes his “weapon”, taking it for herself. With a goal and ambition to match just what will Fleur and her new weapon do?
