Harry loved Fleur even though she never loved him. He fought in the war and died to protect her and her family. Years later after the fallout of war between No-maj and magical society there's a small silver blond haired girl who's family survived the fires of the Magic Wars. This little girl grew up well enough with her family with enough to eat and enough to live comfortably but she had dreams. Dreams where she had magic, where she was loved by a French mother and father and a little sister who called her 'flower'. As she grew Isabelle would dream of a colossal black bird with brilliant emerald eyes that kept watch over her and her family.
She found that there was a real bird, something not natural, almost black but shimmered deep purple and blues in the light, with a body like the peacocks in her history books, but with emerald eyes that would be around when she was outside. She always felt safe.
Isabelle gets her fragmented memories back as Fleur and realized that Bill had subordinated her will and fragmented her Veela psyche in a effort to keep her feelings for Harry subdued. She frees Harry's soul with a ritual and the backlash not only awakens fragments/memories of Harry in the phoenix body he now inhabits, but frees her Veela ancestry.
However descendants of the Weasleys are attempting to take the magic from Isabelle and banish her and Fleur's soul to the abyss. Harry and his money and power belonged to the Weasley family and no one else.
