A Dog! McGonagall could understand something cool like a cat, but a dog?
To be fair Dumbledore panicked. Since Voldemort’s death, attacks have only gotten worse. He’s also going a little senile, but he doesn’t like to talk about that.
He needed to hide Harry from Voldemort’s remaining forces so he changed what they were looking for from a toddler into a puppy.
Dumbledore still left him with the Dursley’s under the blood wards for extra protection. However, the Dursley’s did not want a dog and left him with Aunt Marge.
Aunt Marge was ecstatic. She wasn’t sure what breed of dog he was but his hair color and eyes made him stunning. She started taking him to dog shows and winning, his looks and intelligence allowed him to easily win. When he was taken to France for a larger dog show, he saw his chance to escape and took it.
Fleur named him Harry because he was hairy. Cut her some slack, she was six when she found him. She and her parents were visiting the French version of Diagon Ally when she heard a whimper down an ally. When she investigated she found Harry.
Her parents acquiesced to her pleas to keep him, they knew how lonely she was.
Harry was extremely loyal to Fleur, she had saved his life after all. He would protect her, he would be her friend, he would love her. He followed her everywhere including school.
